The 2020 edition of the United Nations E-Government Survey was launched on Friday, 10 July.

 

Join us for an in-depth look at the 2020 UN E-Government Survey’s chapter on e-participation. Participation is a key dimension of governance and one of the pillars of sustainable development. Through the Survey, e-participation is assessed on the basis of features of national e-government portals and other government websites which relate to the provision of information to citizens, consultation processes and decision-making. Two decades of experiences with e-participation have shown the critical importance of linking e-participation initiatives with formal institutional processes, in order for people to see that participation has an impact.  Makiko Yamada serves as Vice-Minister for Policy Coordination for the Japanese Ministry of Internal Affairs and Communications (MIC).

She began her career in the Ministry of Posts and Telecommunications (MPT, currently merged into MIC) in 1984 and served as the Deputy Mayor for Setagaya City. She brought extensive experience in international telecommunications policy and has held several high-level posts including Director-General of the Information and Communications Bureau, MIC; Director-General of Minister's Secretariat, MIC; Director-General of the Global ICT Strategy Bureau, MIC; Executive Assistant to the Prime Minister.  ​She graduated from Waseda University's School of Law (Graduation in March 1984, Bachelor of Laws) and the London School of Economics and Political Science (Graduation in June 1988, Diploma in Economics).​

 

 

 

 

Kim Andreasson has advised the United Nations since 2003, most recently for the global 2018 e-government survey. He is a Managing Director of DAKA advisory, a thought leadership and research company specializing in the intersection of digital economy and the public sector. Kim has spent more than 15 years in digital development consulting, including as a Senior Editor at The Economist Group where he co-managed the annual report on the Digital Economy Rankings. Kim is the editor and author of numerous publications. His books Cybersecurity: Public Sector Threats and Responses, and Digital Divides: The New Challenges and Opportunities of e-Inclusion, are published by CRC Press.

 

 

 David Le Blanc works in the Division for Public Institutions and Digital Government in the UN Secretariat, where he leads analytical work on public institutions and public administration in the era of the Sustainable Development Goals. From 2006 to 2017, he was in the Division for Sustainable Development in the UN Department of Economic and Social Affairs. While there, he worked in support of the Commission on Sustainable Development, the Rio+20 conference, and the high-level political forum on sustainable development. Before joining the UN, he worked at the World Bank as Senior Economist in the Urban and Housing Finance groups (2003-2006). Earlier in his career, he worked at the French National Statistical Institute (INSEE) as Head of Regional Studies in the Rhône-Alpes regional office (1994-97) and Head of the National Housing Survey (1997-2000), and at CREST, Paris as a research fellow (2000-2003).

 

 

 Vincenzo Aquaro is currently the Chief of the Digital Government Branch which publishes the UN E-Government Survey, a UNDESA flagship publication that offers a snapshot of trends in the development of e-government in countries across the globe. In the last 23 years, he has been engaged at national and international level in issues related to ICT in public policy and governance. He is also in charge of the Data Assessment and Data Management of the UN E-Government Survey. Before joining the United Nations, he worked for 10 years as President and CEO of Formit Servizi SpA, a leading Italian advisory company in the field of e-governance. He also served as Member of the Scientific Committee of the NGO Formit Foundation and as President and CEO of CARMA Scientific Research Consortium, a Public and Private Partnership spin-off on ICT products and e-services in Agricultural and Agro-industrial fields, co-financed by European Commission for innovative and advanced capacity-building research program in south of Italy. In collaboration with the University of Rome 3 he also established the first Master on eGovernment for PA and served for two editions as Member of the Master Executive Board. Prior to that, he worked at EIS SpA (a ICT system integration company now incorporated into Telecom Italia Group) as software analyst and developer, project manager and senior marketing manager. He holds a Master’s Degree (Laurea Magistrale) in Electronic Engineering from the University of Bari, Italy.

 

Wai Min Kwok Wai Min Kwok is currently Senior Governance and Public Administration Officer at the Division for Public Institutions and Digital Government, UN DESA. He joined the UN Secretariat in 2008 after a ten-year stint in the private sector as an engineer and a technopreneur. Since the transition to the development field, he has been entrusted with a portfolio of roles. He is one of the lead authors for the UN E-Government Survey and the World Public Sector Report. For three consecutive years 2011-2013, he was the Secretary of the UN Committee of Experts on Public Administration, a subsidiary body of ECOSOC. Wai Min was formerly a Lee Ka-Shing scholar and Mobil Oil scholar, with a postgraduate master’s in public administration at the Lee Kuan Yew School of Public Policy and an honours degree in electrical engineering at the National University of Singapore.
