The 2020 edition of the United Nations E-Government Survey was launched on Friday, 10 July.

 

Join us for an in-depth look at the 2020 UN E-Government Survey’s chapter on capacities for digital transformation. Governments around the world are using digital technologies to innovatively transform the way they operate, share information, make decisions and deliver services, as well as to engage and partner with people to solve policy challenges of public concern. However, many countries still lack the capacity to effectively leverage digital technologies to provide accessible, reliable, fast, personalized, secure and inclusive services and empower people through open and participatory mechanisms. Learn more about how to conduct a situation analysis, undertake a visioning exercise and devise a strategy and road map; and how to develop capacities at the societal, institutional, organizational, and individual levels.

Mr. Fernando Monge is a senior associate with the Bloomberg Harvard City Leadership Initiative, a joint program of Harvard Business School and Harvard Kennedy School, funded by and executed in collaboration with Bloomberg Philanthropies. It is the world’s most comprehensive effort to advance effective problem-solving and innovation in cities through executive education, research, curriculum development and field work. He is an adjunct professor at the IE School of Global and Public Affairs in Madrid, and collaborates with the World Bank, where previously he was a governance specialist advising on reforms to Governments in Latin America, the Middle East and Eastern Europe. His research and teaching focus on the challenges of innovating within the public sector, as well as of fostering and managing technological innovation to make cities more efficient, equitable and responsive to social needs. He holds an MPA from the Harvard Kennedy School, a Master in Fiscal Policy from UNED and the Instituto de Estudios Fiscales and B.A.s in Law and Political Science from the Autonoma University of Madrid.

 

 

Dr. Nibal Idlebi is the Chief of Innovation at UN-ESCWA. She is a senior policy expert in innovation and technology for development, information and knowledge society and digital and open government. She has extensively worked on identifying challenges and gaps and proposing policies for advancing knowledge society in the Arab region at national and regional levels. In her work she focused on enhancing enabling environment in the Arab region including cyber legislation, cyber safety, intellectual property systems, capacity building, innovation and entrepreneurship and digital content. She has also wide expertise in digital and open government, innovation in public sector based on digital technologies, openness and citizen participation and engagement. Ms. Idlebi currently leads two regional projects the first on open and innovative government, and the second on emerging technologies and innovation for developing specific sectors. She is a member in several UN Working Groups such as the IATT-Work Stream 6, UN-e-Government Survey; and she represents ESCWA in a number of International and Arab working groups. She is also Jury Member of several Awards such as L'OREAL-UNESCO Award "For Women in Science", MIT Enterprise Forum Pan Arab Award and the World Summit Award (WSA). Dr. Idlebi has a computer engineering degree from “Ecole Superieure d’Electricite” in France and a Ph.D. on parallel and distributed systems from the Nancy 1 University in France.

 

Dr. Adriana Alberti is Chief, Programme Management and Capacity Development Unit, Division for Public Institutions and Digital Government, UN DESA. She has thirty years of international knowledge and expertise in governance and public administration. She coordinated and contributed to a number of UN publications, including the UN E-Government Survey. She has led capacity development activities in over 25 countries from around the world, including on innovation in governance and digital government. She coordinated the UN Public Service Forum and Awards programme. As Chief Technical Advisor, she managed an innovation programme in the Middle East, North Africa, and Western Balkans. Prior to joining the UN, she worked at the University of Bologna and taught at several universities. She was Visiting Fellow at Princeton University, the Institute of Advanced Social Studies in Spain, and the University of Birmingham in the United Kingdom. She was awarded fellowships from the Italian National Research Council, the European University Institute, the Government of Spain for the Salvador de Madariaga Research Grant, and Harvard University. She holds a Ph.D. in Social and Political Sciences from the European University Institute; a master’s degree in Political Science magna cum laude from the University of Bologna and an Executive Education certificate from Harvard University.

 

Vincenzo Aquaro is currently the Chief of the Digital Government Branch which publishes the UN E-Government Survey, a UNDESA flagship publication that offers a snapshot of trends in the development of e-government in countries across the globe. In the last 23 years, he has been engaged at national and international level in issues related to ICT in public policy and governance. He is also in charge of the Data Assessment and Data Management of the UN E-Government Survey. Before joining the United Nations, he worked for 10 years as President and CEO of Formit Servizi SpA, a leading Italian advisory company in the field of e-governance. He also served as Member of the Scientific Committee of the NGO Formit Foundation and as President and CEO of CARMA Scientific Research Consortium, a Public and Private Partnership spin-off on ICT products and e-services in Agricultural and Agro-industrial fields, co-financed by European Commission for innovative and advanced capacity-building research program in south of Italy. In collaboration with the University of Rome 3 he also established the first Master on eGovernment for PA and served for two editions as Member of the Master Executive Board. Prior to that, he worked at EIS SpA (a ICT system integration company now incorporated into Telecom Italia Group) as software analyst and developer, project manager and senior marketing manager. He holds a Master’s Degree (Laurea Magistrale) in Electronic Engineering from the University of Bari, Italy.
