The 2020 edition of the United Nations E-Government Survey was launched on Friday, 10 July.
Join us for an in-depth look at the UN E-Government Survey’s Addendum on digital government responses to the crisis COVID-19 pandemic. Research for the Addendum explored how governments started sharing information on their national portals, mobile apps and social media platforms, and a review of the 193 United Nations Member States national portals which showed that governments increased their levels of transparency when reporting on crisis-related information.

Chan Cheow Hoe is the Government Chief Digital Technology Officer (GCDTO) of the Smart Nation and Digital Government Office (SNDGO). He is also concurrently the Deputy Chief Executive of the Government Technology Agency of Singapore (GovTech). As the GCDTO, Cheow Hoe oversees the development of the Government’s digital infrastructure and digital technology capability, as well as talent development in information and communication technology and smart systems (ICT&SS). He will also oversee the development of platforms to enable resource sharing and interoperability across Government, so as to drive the development and delivery of innovative government digital services for citizens and businesses. In his role as Deputy Chief Executive, GovTech, he oversees multi-disciplinary teams that develop and manage key government’s digital products such as the National Digital Identity. Cheow Hoe has more than two decades of extensive experience both in the public and private sectors, with a strong track record in leading digital transformation changes in organisations and the government. Prior to joining GovTech, Cheow Hoe held senior appointments in international banks and consulting companies in the areas of technology, operations, finance and business. Cheow Hoe graduated from the National University of Singapore, and obtained his masters from Wharton School.
Clara Barnett is Head of Strategy and Governance for GDS International, the UK Government Digital Service’s (GDS) International team. GDS leads the UK government’s digital function, helping departments to transform government to meet user needs. GDS International’s mission is to support effective digital government globally that delivers for all users, drawing on the UK experience and international best practice. GDS International has a growing portfolio of peer-to-peer technical assistance, with work spanning Africa, Asia, South America and Europe. Clara brings extensive experience working with international governments, parliaments, private sector and civil society on effective and inclusive national and subnational governance and public policy reform. Prior to GDS International, Clara worked as a Governance Adviser with the UK Department for International Development (DFID), with postings in the Democratic Republic of Congo and Nigeria as well as in DFID’s digital and innovation team, championing DFID’s GovTech and digital inclusion agendas. Prior to DFID Clara worked with the World Bank’s Governance and Public Sector Management Department and Centre on Conflict Security and Development on governance and stabilisation issues in Africa. Clara has a BA from the University of Oxford and an MSc from Georgetown University.
Vincenzo Aquaro is currently the Chief of the Digital Government Branch which publishes the UN E-Government Survey, a UNDESA flagship publication that offers a snapshot of trends in the development of e-government in countries across the globe. In the last 23 years, he has been engaged at national and international level in issues related to ICT in public policy and governance. He is also in charge of the Data Assessment and Data Management of the UN E-Government Survey. Before joining the United Nations, he worked for 10 years as President and CEO of Formit Servizi SpA, a leading Italian advisory company in the field of e-governance. He also served as Member of the Scientific Committee of the NGO Formit Foundation and as President and CEO of CARMA Scientific Research Consortium, a Public and Private Partnership spin-off on ICT products and e-services in Agricultural and Agro-industrial fields, co-financed by European Commission for innovative and advanced capacity-building research program in south of Italy. In collaboration with the University of Rome 3 he also established the first Master on eGovernment for PA and served for two editions as Member of the Master Executive Board. Prior to that, he worked at EIS SpA (a ICT system integration company now incorporated into Telecom Italia Group) as software analyst and developer, project manager and senior marketing manager. He holds a Master’s Degree (Laurea Magistrale) in Electronic Engineering from the University of Bari, Italy.
Deniz Susar is a Governance and Public Administration Officer, Digital Government Branch, Division for Public Institutions and Digital Government is a Governance and Public Administration Officer at the Division for Public Institutions and Digital Government of UNDESA. Deniz’s main work areas include digital government and preparation of the biannual UNDESA flagship publication ‘United Nations E-Government Survey'. As part of his current role, he also supports the Internet Governance Forum (IGF). HIs main research areas include e-government, open government, citizen engagement, internet governance, artificial intelligence and other frontier technologies and open government data. Deniz holds a Master Degree on International Political Economy and Development from Fordham University, New York, United States and a Computer Engineering degree from the Bosphorus University of Istanbul, Turkey.
