This compendium, prepared by the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), aims to capture emerging trends in digital responses of UN Member States against the COVID-19 pandemic along with other digital government initiatives and provide a preliminary analysis of their main features. These cases are shared for exchange of information so that Member States can learn from each other and possibly create new partnerships.

Decidim started in Barcelona in 2016, thanks to the Barcelona City Council. It started as a software project aimed at strengthening the transparency in democracies (drawing inspiration from the 15M movement). The Decidim platform is open source and it leverages web technologies to organize civic participation in local and national levels. The initiative is run by an association, who manage the code, its extension and governance. Decidim is currently in use by over 40 cities and regions in Europe and the Americas. The platform provides the following spaces for participation: ● Participative processes: is a space that allows to create, activate/deactivate, and manage various participatory processes. Examples of participatory processes are: an election process for members of a committee, participatory budgeting, a strategic planning process, the collaborative writing of a regulation or norm, the design of an urban space or the production of a public policy plan; ● Assemblies: is a space that offers the possibility of setting decision-making bodies or groups (councils, working groups, committees, etc.) that meet up periodically, detailing their composition, listing and geolocating their meetings, and allowing to take part in them; ● Initiatives and consultations: is a space that makes it possible to coordinate referendums, trigger discussions and debates, get voting results published; it can be connected to a secure e-voting system.;
