This compendium, prepared by the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), aims to capture emerging trends in digital responses of UN Member States against the COVID-19 pandemic along with other digital government initiatives and provide a preliminary analysis of their main features. These cases are shared for exchange of information so that Member States can learn from each other and possibly create new partnerships.

The purpose of this policy is to ensure that all persons can acquire skills and competencies to exercise their rights and obligations in the digital environment, as a fundamental space for socialization and participation.

  1. To foster the development and digital skills and competencies in all persons through a national and interinstitutional strategy and awareness campaign.
  2. To incorporate the teaching of digital skills and competencies in formal education through the inclusion of content in all educational levels and with an emphasis on the centers with high social and educational vulnerability levels.
  3. To advance towards digital citizenship participation, strengthening and broadening the existing participation spaces and processes, at a national and local level.
