This compendium, prepared by the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), aims to capture emerging trends in digital responses of UN Member States against the COVID-19 pandemic along with other digital government initiatives and provide a preliminary analysis of their main features. These cases are shared for exchange of information so that Member States can learn from each other and possibly create new partnerships.

This mobile platform is a new electronic payment method that works through the Carnet de la Patria's QR code. It's an ideal option today, being a payment system from mobile devices that avoids the use of cash or cards, thus reducing the risk of contagion by the COVID-19. There are 2 types of users for the app:
1. The buyers: they are all the users of the Carnet de la Patria and with this document through the web portal www.billeteramovil.gob.ve they can enter, activate the wallet and recharge the balance to make the acquisition of products and services using the Carnet as a payment method.
2. Sellers: are those who provide products and services to the population. To charge it, the seller must only scan the QR code of the Carnet de la Patria or enter the customer's identity card, which will validate the purchase with the payment key. Once the payment is made, the sellers has the possibility to transfer the money to his bank account and will be available within the next 24 working hours.
