This compendium, prepared by the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), aims to capture emerging trends in digital responses of UN Member States against the COVID-19 pandemic along with other digital government initiatives and provide a preliminary analysis of their main features. These cases are shared for exchange of information so that Member States can learn from each other and possibly create new partnerships.

The following projects are designed to establish a counseling and welfare support system that can resolve various problems of children and teens and to create a preventative and protective environment for high-risk teens, such as runaway teenagers.
Establishing a counseling system for children and teens
Initial stage counseling (primary service): provide initial counseling via counseling and welfare centers (24 locations), and youth training centers (8 locations).
There are currently not enough initial stage counseling centers, requiring more centers to be built in each community (dong-unit) within a district. Newly constructed centers will need continuous support from their home districts.
Advanced stage counseling (secondary service): provide customized counseling on financial problems, study issues, problems on sexual/sex education-related matters
Internet addiction prevention centers, child abuse prevention centers, outside school centers, We-Dream-Start Center, sexual culture centers, etc.
Post management (tertiary service): work with community resources via CYS-Net (Community Youth Safety-Net).
Creating an environment that prevents youth crisis protects youth
Provide street counseling (outreach) in all districts of Seoul for teenagers who are living on the streets: 4 times a year (quarterly)
Expand the protection and independence shelters for teenage runaways: 12 shelters → 14 shelters ※ Current number of shelters is insufficient can only look after 140 teenagers.
Support underprivileged teenagers studying in life long educational centers with late-night snacks and literature and art events: 800 teenagers
