Scanning of public and private documents

This compendium, prepared by the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), aims to capture emerging trends in digital responses of UN Member States against the COVID-19 pandemic along with other digital government initiatives and provide a preliminary analysis of their main features. These cases are shared for exchange of information so that Member States can learn from each other and possibly create new partnerships.

Decree No. 10,278, DE March 18, 2020, consists of legislation that establishes the technique and requirements for the digitization of public or private documents, so that they produce the same legal effects as the original documents.
It establishes general rules, requirements for digitization involving public entities, requirements for digitization among individuals, responsibility for digitization, disposal of physical documents, maintenance and preservation of digitized documents, among others.
