System "Electronic vehicle permission to travel in Bishkek city during a state of emergency from 7 am to 8 pm

This compendium, prepared by the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), aims to capture emerging trends in digital responses of UN Member States against the COVID-19 pandemic along with other digital government initiatives and provide a preliminary analysis of their main features. These cases are shared for exchange of information so that Member States can learn from each other and possibly create new partnerships.

As for now, the system includes the following subsystems:
- Daily permission for the pedestrian (6 am - 9 pm);
- Daily permit for the vehicle(6 am - 9 pm);
- Round-the-clock permission for the pedestrian;
- Round-the-clock permission for the vehicle.
With the introduction of the system, the entire issuance of passes was transferred from paper to electronic format, which led to the tracking and transparency of the allocation of passes and ensuring maximum security for citizens in emergency situations.
