This compendium, prepared by the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), aims to capture emerging trends in digital responses of UN Member States against the COVID-19 pandemic along with other digital government initiatives and provide a preliminary analysis of their main features. These cases are shared for exchange of information so that Member States can learn from each other and possibly create new partnerships.

The veQR application is designed to optimize the various social processes promoted by the Bolivarian Government, without paperwork, intermediaries and managers. With veQR, community leaders can:
◦ Carry out self-diagnosis surveys on COVID-19 symptoms or generate reports on the presence of cases to the members of their community or family nucleus.
◦ Generate reports on compliance with social and collective quarantine.
◦ Generate reports on the functioning of basic essential services in their community. All this information interacts with the Patria Platform and feeds the database with national coverage for the respective analysis of big data. Any citizen with access to a mobile device can have direct contact with the National Government to inform about the health situation of their environment and the National Government has first-hand information for decision-making in the prevention and control of the pandemic, as well as the population's social protection measures.
