This paper analyses how governments’ digitalization influences the resilience of governance in context of crises. The first part explores the concept of institutional resilience and draws a picture of how data and the Internet can contribute to sustainable development. It also underlines the potential of multi-stakeholder efforts in this process while recalling the path suggested by the UN Secretary-General in the Roadmap for Digital Cooperation. The paper then presents how governments may secure digital assets in crises by optimizing systems, infrastructures, and processes. An example is given through the analysis of how the Ukrainian government has benefited from digital transformation by having a resilient public digital infrastructure able to keep functioning during the Russian invasion. The last part portrays the risks and limitations that States might encounter when deploying digital assets in crises. The research ends with final recommendations on how to seize digital assets' opportunities and overcome their limitations.
