The UN Commission on Science and Technology for Development (CSTD), hosted by the e United Nations Conference on Trade and Development(UNCTAD), mandated to undertake regular WSIS reviews since 2006, has been requested by the UN Economic and Social Council Resolution E/RES/2023/3 to collect inputs from all WSIS stakeholders and organize discussions on WSIS+20 at its 27th session in 2024 and 28th in 2025, and report thereon, through the Council, to the General Assembly. The CSTD is further requested to submit, through the Council, its report on the 20-year review of progress made in implementing the WSIS outcomes to the General Assembly by June 2025.

Through its Plenipotentiary Conference Resolution 140 (Bucharest, 2022), ITU is to:

  • coordinate with the relevant United Nations organizations, where appropriate, to support the UNGA overall review of the WSIS outcomes in 2025 and to play an active role in the process according to ITU's WSIS+20 roadmap and the review process established by UNGA;
  • provide to the UNGA WSIS+20 overall review a final report on ITU's role in implementation of the WSIS outcomes, in accordance with the review process established by UNGA;
  • submit a report on the outcomes of the UNGA WSIS+20 overall review in 2025 to the Council and the plenipotentiary conference in 2026;

Through its ITU Council Resolution 1332 ITU is to invite the members and other stakeholders to contribute views on the work of the ITU in the WSIS+20 review including ideas related to the review of the WSIS Action Lines through the CWG WSIS&SDG and to instruct the Secretary-General to take this into account in preparing ITU’s contribution to the UNGA Overall Review in 2025.


While the ITU Council Resolution 1334 on the ITU Role in the Overall Review of the Implementation of the Outcomes of the World Summit on the Information Society (2023), resolves to instruct the Secretary-General:

  • to pursue efficient and effective collaboration and coordination with all stakeholders in the preparatory process for the UN General Assembly high-level meeting on the Overall Review of the Implementation of the Outcomes of the World Summit on the Information Society in 2025, following the WSIS principles of multistakeholderism and inclusiveness;
  • in collaboration and coordination with other UN Agencies, to contribute to the UN General Assembly high-level meeting in 2025, making the best possible use of experiences gathered by the Union during the organization of two phases of WSIS (2003-2005), WSIS+10 High-Level Event, including multistakeholder preparatory platform, and WSIS+20 Forum High-Level Event;
  • to prepare and present a WSIS+20 report on ITU's contribution to the implementation of and follow-up to the WSIS outcomes and its role in achieving the SDGs (2015-2025) for submission to the 2025 session of CSTD and UNGA
  • to prepare a report on the outcomes of the 2025 high-level meeting of the UN General Assembly on the overall review of the implementation of the outcomes of the World Summit on the Information Society to the Council 2026 through CWG-WSIS&SDG and to the plenipotentiary conference in 2026; 

Through its Resolution 42 C/Res. 40, the UNESCO General Conference requests the [UNESCO] Director-General to submit to it at its 43rd session [in November 2025] a report for debate on the Organization's implementation of the World Summit on the Information Society (WSIS) outcomes, UNESCO’s follow-up to the process and expected outcomes in the framework of the global digital compact (2024) and the twenty-year review (WSIS+20).

The 43 General Conference which will conclude its work on 15 November 2025, will therefore examine an item on the implementation of the WSIS outcomes and the review, and adopt a resolution as Member States' input to the WSIS+20 review.
