The plan is structured around the "2522" framework, which consists of:
1. Two Foundations: Strengthening digital infrastructure and data resource systems.
2. Five-Sphere Integration: Promoting the deep integration of digital technology into economic, political, cultural, social, and ecological development.
3. Two Capabilities: Enhancing digital technology innovation and safeguarding digital security.
4. Two Environments: Optimizing both the domestic and international environments for digital development.
The plan includes a robust digital technology innovation system and emphasizes the importance of strengthening digital security. Domestically, it seeks to foster a healthy digital governance ecosystem, while internationally, it promotes cooperation in the digital field. The strategy also supports the application of digital technology across sectors like agriculture, manufacturing, finance, education, healthcare, transportation, and energy. Additionally, the plan prioritizes effective digital government services, a thriving cyberspace culture, accessible digital public services, and ecologically sustainable governance driven by digital tools.
The plan mandates that the progress of Digital China construction will serve as a reference in the performance evaluation of relevant Party and government leaders, ensuring its practical implementation through accountability and assessments.
