This regulatory sandbox is valid for a duration of 4 years and established for two goals: The first is to establish the public sector as a partner for a better society - at european, national and regional level. The second is to establish a two-way regulatory dialogue between an experimenter and an approachable regulator to innovate regulation and enable new socio-technical arrangement. The framework includes regulatory sandbox experiments in the energy sector, including interdepartmental projects favoring green growth and aiming to achieve social objectives. Precisely, it involves an agreement between parties such as businesses, organizations, citizens’ groups, local government bodies on the one hand, and central government on the other, for the purpose of working together to develop an idea that could support green growth. The sandbox is also specifically designed for small firms. Currently, most projects have included private firms, NGOs, homeowners & energy cooperatives. Over the initial testing period, 18 programs were included in the testing, 15 of which were still active in 2020. Successful examples of projects include: Project ‘Endona’, aiming to supply remote areas with a medium voltage grid with locally produced renewable energies, and increase the region’s real-time electricity use; and
Green Certificates focused on developing sustainability criteria for the certification of bio-based raw materials for use in plastic and chemicals and aims to develop a common standard at European level as well as providing guidance on the chain of custody.
