Overall Framework: Digital Agenda 2030

The Digital Agenda 2030 (DA 2030) is an integral part of the Third Qatar National Development Strategy (NDS3) and serves as a comprehensive roadmap for the nation's digital transformation. The agenda aspires to position Qatar as a global digital leader by leveraging cutting-edge technologies to drive sustainable economic growth, improve governance, and enhance the quality of life for its citizens. At the heart of this transformation are three foundational technological "hyper-powers": 1. HyperConnectivity: seamless, ultra-fast communication systems; 2. HyperComputing: advanced computing power and data processing; 3. HyperAutomation: integration of AI and robotics to optimize processes. These three pillars form the backbone of six objectives, which collectively drive transformation in digital infrastructure, the digital economy, and digital innovation. These three pillars, in turn, empower Qatar to achieve excellence in digital governance, seamless citizen services, and economic growth. To ensure these objectives are met, DA 2030 outlines 23 strategic programs, categorized into primary and secondary hierarchies. These programs run in parallel, ensuring that the entire ecosystem—comprising digital infrastructure, economic growth, public services, and private sector innovation—evolves in alignment with Qatar’s overarching goals. With the launch of DA 2030, Qatar is taking significant strides towards becoming a leader in the global digital transformation landscape. By integrating advanced technologies across its economy and society, Qatar aims to deliver long-term prosperity and establish itself as a hub for technological excellence.
